Celina City Council unanimously approved a development agreement for a single-family neighborhood called Millen Farms at its meeting May 13.

The neighborhood is expected to sit on 26 acres and include 58 single-family lots.
The property isn’t in city limits yet but it will be annexed into Celina as part of the project. Michael Millen Revocable Trust is the developer behind Millen Farms.
The background
The city’s Planning and Zoning Commission was divided on the development agreement, giving it a 2-2 vote in February. The council tabled its vote on the agreement in March. The developer met with nearby community members that month to discuss the project.
After some community opposition, the developer revised the site plans. The revisions included enlarged setbacks and increased lot widths.
The Planning and Zoning Commission unanimously recommended approval of the project in April.

Several neighboring property owners have opposed the project.
At a March neighborhood meeting, residents said they felt the project was still too small and inquired about adding masonry walls along the perimeter of the development.
City staff ultimately recommended approval of the development agreement because it conforms with long-range plans of the city, it doesn’t require a financial incentive and the developer made concessions after meeting with neighbors.
