Celina City Council approved a Chapter 380 agreement to bring Stella’s to 206 N. Louisiana Drive during a March 11 meeting.

The agreement would allocate $75,000 from the city and the Celina Economic Development Corporation to Stella’s for infrastructure-related improvements, EDC Executive Director Anthony Satarino said during the meeting.
The EDC will fund $25,000 in grants to the project with $12,500 being funded upon the business obtaining its certificate of occupancy. The remaining amount will be paid after a year of being in business.
The city will fund $50,000 with half being paid upon the business obtaining its certificate of occupancy, and the remaining amount will be paid after a year of being in business.
Stella’s must obtain its certificate of occupancy by Aug. 31, Satarino said.
Looking back
Conversations regarding Stella’s coming to downtown Celina started in September.
The location is 1,611 square feet and the renovations will include adding a storefront and painting the facade, Satarino said.
The business is owned by Brent and Ashlee Chism, and Russ and Mica Moffett.
Once opened, the ice cream shop will offer push pops, scoops, cones, ice cream sandwiches and more, according to its website.
