The gist
The land in question is a field at the edge of Celina’s city limits along Frontier Parkway. It is owned by Prosper ISD and currently split between two uses:
- 11 acres from Celina’s extraterritorial jurisdiction (ETJ)
- 35 acres inside Celina city limits zoned as agricultural district (AG)
Land zoned as AG in Celina is restricted to single-family residential homes and ranching, according to Celina’s City Charter. The rezoning request would bring in all 46 acres as a community facilities district, which allows public schools, according to a meeting presentation.
Usually it is the land’s zoning that decides what can be built there. For instance, developments with apartments can only be built on land zoned for multifamily, said Dusty McAfee, Celina’s director of development services.
However, state law allows school districts to pick the land they want for future campuses regardless of its zoning, he said.
What comes next?
PISD officials want the middle school to open sometime in 2026, according to a meeting presentation.
Celina City Council members are expected to make their final decision on the zoning request during their next regular meeting in August.
