Along with the approval of the legislative priorities and changes for Beacon Square, check out three things you might have missed from the most recent council meeting.

Plano City Council approved additional funding for road projects, an interlocal agreement with Plano ISD and established a no-parking zone during the Oct. 28 meeting.

1. Interlocal agreement with Plano ISD

Council members approved an interlocal agreement with PISD that could see the city purchase properties for Armstrong, Davis and Forman elementary schools from the school district. The schools will close at the end of the 2024-25 school year, after PISD trustees approved the closure of four schools in May.

According to city documents, PISD will be required to demolish the existing school buildings and other structures on the property while the city will be required to offer a fair market value determined by a certified appraiser and cooperate with PISD on future uses.


The cost to the city could be as high as $13 million for the three properties, per city documents. The city will be required to offer fair market value while PISD is required to negotiate with the city in good faith, based on the terms of the approved agreement.

The interlocal agreement was approved by PISD trustees during an Oct. 22 work session.

2. Five intersection improvements

The city has outlined a budget of over $2.7 million for improvements at five intersections in Plano.


Per city documents, Improvements are planned at the following intersections:
  • Ohio Drive and Park Boulevard, which includes work on the dual eastbound and westbound left turn lanes, eastbound right turn lane, updated ramps, pavement markings and signal poles
  • Custer Road and USA Drive, which includes crosswalks, updated ramps, signal poles and video detection
  • Custer Road and Ridgeview Drive, which includes pavement markings, crosswalks, signal pole and the option for the city of Allen to add a right turn lane
  • 18th Street and Jupiter Road, which includes updated ramps, crosswalks and signal poles.
  • Ventura Drive and Park Boulevard, which includes removing a portion of the median to extend the current left turn lane.
Funding for the project is allocated through the city’s Community Investment Program, according to city documents.

3. Parking changes along Huntington Drive, 14th Street

A no parking zone along the west side of Huntington Drive was created through the adoption of an ordinance. According to city documents, parking on both sides of the street impedes traffic flow and reduces the sightline of drivers exiting a nearby condominium complex.

Additionally, updated parking restrictions are in place near a mixed-use development in downtown Plano.


Per city documents, changes include:
  • Establishing 1-hour parking spaces along the north side of 14th Street between M and N avenues and the east side of M Avenue between 14th and 15th streets
  • Creating a 20-minute loading and unloading zone along the north side of 14th Street between M and N avenues.
Previous conflicts with the updated parking restrictions were repealed as part of the ordinance adoption, according to city documents.
