Roadwork to repair deteriorating waterlines near the corner Jupiter Road and Park Boulevard is set to start later this year.

Council approved a contract for the project Oct. 27, and construction is expected to run from December 2025 to January 2027, according to Plano’s community investment program website.

Plano City Council members approved the $7.25 million contract at an Oct. 27 meeting. The contract is planned to include:
  • Replacing 5,200 feet of 6-inch and 8-inch waterlines
  • Reconstructing street pavement
  • Installing barrier-free ramps along Rigsbee Drive, Laurel Lane and Trailridge Drive
  • Replacing 2,310 linear feet of pavement and sidewalk ramps on Peppertree Place
  • Updating culverts and streambank stabilization efforts along streams adjacent to Rigsbee Drive
The contract was awarded to SYB Construction Co., alongside a $190,178 contract for materials testing awarded to Terracon Consultants Inc.

City documents state that without the project, the neighborhood would continue facing deteriorating waterlines and pavement, street flooding during heavy rain, and worsening erosion threatening nearby properties.

Plano City Council members recently adopted an ordinance raising drainage utility rates for the first time since 2020 due to rising infrastructure costs and citywide erosion control needs.

The new rates are expected to generate $1.67 million in additional revenue, according to city documents.
