Infrastructure improvements on roadways around McKinney’s new municipal complex are underway, with some portions nearing completion, city staff said.

The work, dubbed the Virginia and Throckmorton Infrastructure Improvement project, is expected to be completed by summer, Capital Improvement Projects Manager Blake Sills said.

The specifics

The $13 million project includes improvements to various elements of infrastructure along East Virginia Street from SH 5 to Throckmorton Street, as well as along Throckmorton Street between East Virginia Street and Lamar Street.

The scope of work includes street, drainage, utility, pedestrian and lighting improvements, Sills said. The intersection of Throckmorton and East Virginia Streets will also see the addition of a single-land roundabout.


The project, which was funded entirely by the city through roadway impact fees, general obligation bonds and utility revenue bonds, was a result of recommendations of a street and traffic study completed to prepare for the new city hall. Construction on the project began in March 2024.

What’s happening

Virginia Street remains closed between SH 5 and Throckmorton Street while underground utility work and street paving commences.

Drivers can use the detour along East Louisiana Street during the closure, which is expected to remain into the summer. Sills said portions of the roadway will be reopened to traffic as construction progresses.


Throckmorton Street is also closed from Hunt Street to just south of East Virginia Street. Drivers can use the detour along South Murray Street and Hunt Street. Throckmorton Street and the Throckmorton Street-East Virginia Streets intersection are both expected to open to traffic by the end of February, Sills said. The entire project is expected to be completed by late summer.
