The Texas Department of Transportation and local entities often create public-private partnerships to build roads.


Developers approach TxDOT about building roadways that connect to their developments. If the project improves traffic flow, the two entities typically enter an agreement with the developer paying a portion or all of the costs of the project, TxDOT spokesperson Danny Perez said.


Developers can also build roads themselves by submitting its plan to TxDOT—or whichever entity owns the road it would connect to—for approval. The developer would retain the right of way. After the road is built, the developer can return the ROW to TxDOT or another entity for long-term maintenance.
