Council members are scheduled to meet for a work session at 3 p.m. July 15, followed by a regular meeting that will be held at 6 p.m. the same day. During the regular meeting, council members will consider two agriculture zoning cases recommended by McKinney’s Planning and Zoning Commission in June.
The gist
During the work session, city staff will deliver an update on the Lower 5 Plaza project’s development, according to a city document. The plaza, which will be located between East Virginia Street and Louisiana Street, plans for a bridge at ground level and a park that extends under SH 5.
Council members last discussed the Lower 5 Plaza project in December 2024 when the project’s timeline was shifted. Work is expected to begin in 2028. An environmental impact assessment is expected to finish later this year.
Additionally, the city is hosting a public input meeting on the project later in July. Participants can provide input on what amenities they would like to see at the park and ideas for how the space should be used, according to the city’s website.
City staff will return to council in August with comments from the meeting, according to a presentation attached to the agenda.
Also on the agenda
Council members will also receive updates on the city’s Community Land Trust and the 2025-2029 Consolidated Plan that will examine affordable housing needs in the city.
The consolidated plan serves as a framework for identifying housing and community development priorities within the city and is required for federal grant eligibility. Council members approved a contract with Root Policy Research in June to prepare the plan.
City staff will also present information about two bills that passed through the state legislature and will take effect Sept. 1.
House Bill 1522 will require that a public meeting agenda, such as an agenda for a city council meeting, must be posted at least three business days before the scheduled meeting date. Currently, agendas are made available to the public 72 hours before a meeting, according to McKinney’s website.
Senate Bill 1883 will amend the state’s Local Government Code and modify the required composition of capital improvement advisory committees. The modification will limit how many representatives from real estate, development or building industries can participate in an advisory committee, according to a presentation attached to the agenda.
