McKinney City Council voted unanimously June 17 to authorize a grant agreement with the Texas Department of Transportation for $7 million that will help fund the project. During a presentation, McKinney National Airport Director Ken Carley said the second phase is expected to start construction in 2026.
In a nutshell
Taxiway A is located on the west side of the airport and is utilized for general aviation aircraft operations, according to a city news release. The project aims to rehabilitate the taxiway’s pavement which is at the end of its service life, Carley said.
Phase 2 will continue rehabilitation efforts south of the first phase which is already under construction, he said. The second phase plans for rehabilitation of old pavement, construction of a new taxiway connector and removing an old taxiway connector.
“That pavement is pretty heavily trafficked these days with the expansion and the growth of the airport on the south end of the west side of the airport,” Carley said.

The framework
The second phase is expected to cost $8.95 million with the majority of that cost funded by TxDOT’s grant. The city is contributing $1,500,000 for construction costs and $449,800 for design costs, according to the news release.
Officials anticipate the grant will be issued before the end of the state’s fiscal year, Carley said. The project is expected to go to bid in October 2025 and start construction in March 2026. The project is expected to take 12 months to complete.
Engineering and planning firm Garver was selected to lead design and construction on the project. Council members approved the contract unanimously during the same meeting.

In a statement, Carley thanked TxDOT for the “sizable grant” which is funding 82% of “this critical airfield investment” at the airport.
“Completing the southern portion of the Taxiway A rehabilitation project will deliver important benefits for our airport users and community,” he said. “Pilots and their passengers will have a safe taxiway to operate on, and the project will provide jobs for local skilled workers.”
