New directors have been appointed to lead two city departments in McKinney, according to a Sept. 4 news release from the city.

The specifics

Margaret Li began her role as the Housing and Community Development director Sept. 4.

Li has over 10 years of experience in project management and has previously served as the deputy community development director in South Pasadena, California. Li earned a master’s degree in public policy from the University of Southern California.

Phillip Hubbard began his role as the Code Services director Sept. 9.


Hubbard has over 11 years of experience in municipal roles with various city departments in Oregon and Arizona. Hubbard is a U.S. Marine Corps veteran, and he earned a bachelor’s degree in business administration from American Public University.
