Council members unanimously approved a resolution authorizing an agreement for Garver to conduct the work at the meeting. Council member Justin Beller was absent from the vote.

A request for qualifications process was utilized to select Garver as the engineer of record for McKinney National Airport, which allows the company to conduct engineering work for projects on airport property, according to city documents. McKinney City Council members unanimously appointed the company as the engineer of record for the airport as part of the consent agenda at a June 20 meeting.
The improvements planned include taxiways and ramp spaces as well as other infrastructure, Assistant City Manager Barry Shelton said at a Feb. 20 meeting. There are a total of six infrastructure projects that will be designed as part of the work, McKinney National Airport Director Ken Carley said at the July 16 meeting.
The planned improvements will enable the development of both commercial and general aviation uses, as much of the planned infrastructure for either use is the same, Shelton said.
The context
The resolution comes just months after nearly $5.4 million was allocated to fund the infrastructure work.
City Council members directed City Manager Paul Grimes to request grant funding from the McKinney Economic Development Corp. and the McKinney Community Development Corp. in February.
The MEDC board approved a contribution of $1.78 million at a May 23 meeting. The funding can be used for the planning and design of roadways, parking and infrastructure. The MCDC board awarded grant funding in the amount of $3.6 million that can be used for improvements such as taxiways, aprons and airport facilities, such as hangars or terminals.
Looking ahead
The design work by Garver is expected to be completed by February 2025, a representative of the city said in an email. Additional approvals by City Council members will be required prior to any construction work on the project.
