McKinney’s Planning and Zoning Commission approved design exceptions to site plans for two projects during a Dec. 9 meeting.

The first action approved by commission members regarded a future two-story building totaling 15,187 square feet at 2765 Virginia Parkway. The applicant requested a design exception to allow off-street parking within 20 feet of single-family residences located to the south.

The proposed parking will follow the same design as existing developments surrounding the location, according to a city document. City staff recommended approval of the requested design exception.



The applicant is intending to develop an office and indoor event center called the Hope Dream Center, according to a letter of intent. The project site plan includes 60 parking spaces, a training room with 240 seats, a caterer’s kitchen with dining space, and meeting rooms.

The second action approved by commission members regarded a historic lumberyard site at 600 E. Louisiana St. The applicant is seeking to restore the lumberyard and transform it into a “stunning landmark” in East McKinney, according to a letter of intent.

Commission members approved five design exceptions related to building form and fencing, downtown development planner Kyara Robinson said. All design exceptions supported efforts to replicate the original architectural style of the structures, Robinson said.


“All of these design exceptions are requested as an effort to preserve the existing building forms and exterior finish materials,” she said. “Seeing that these design exceptions attempt to rehabilitate a historic site in East McKinney, staff recommends approval.”

The existing barn on the property needs to be dismantled and rebuilt with new foundations, according to the letter of intent. It will be rebuilt with the original roofing and siding materials.

The barn will serve as warehouse space for East End Salvage, which currently operates on an adjacent property at 705 Greenville Road.
