The Texas Legislature passed Senate Bill 6 in August, which allows residents living in areas up for possible annexation to vote on whether to be annexed. SB 6 went into law Dec. 1. The city of McKinney proposed to annex approximately 5.9 square miles of land in the city’s extraterritorial jurisdiction prior to the Dec. 1 deadline. After public hearings and a letter from Texas Attorney General Ken Paxton, council voted to “discontinue and terminate” the proposed annexation during a Nov. 7 meeting.

The latest


In December council approved an amendment to the city’s 2017 Municipal Annexation Policy and a resolution to release development agreements previously executed under the 2017 policy. These motions align the policy with SB 6.

What’s next


Fuller said he will continue development discussions with residents living in the ETJ through town hall meetings. Fuller said he plans to discuss the topic with council during the first February work session meeting and hopes to set a time and location shortly after for a town hall meeting.
