McKinney City Council members approved a request for a specific use permit for the business in a 4-3 vote at an April 16 meeting, with council members Geré Feltus, Charlie Philips and Michael Jones voting against.

Take 5 Oil Change offers oil changes, windshield wiper replacements and air filter changes, according to its website. Take 5 Oil Change has over 1,000 locations, according to city documents.
The automotive center will be located on a roughly 1-acre lot on Eldorado Parkway, adjacent to the McKinney H-E-B.
Director of Planning Jennifer Arnold said the project is located within half a mile of three other auto repair facilities, which is one of the factors considered by the planning staff when evaluating a request for a specific use permit. The planning staff did not recommend approval of the project due to the adjacency to similar uses, Arnold said.
Ben Paige, a representative of Peak Development Partners, the developer for the project, noted that of the adjacent automotive facilities, only one is focused on oil changes while the other two primarily offer brake and automotive repair services.
The facility will also have an elevated exterior facade compared to typical Take 5 Oil Change locations, Paige said.
What they’re saying
Council member Patrick Cloutier, who represents the district where the business will be located, said while he understands why city planning staff could not recommend approval, he is in support of the project.
“With the screening they’re doing, it’ll be probably the best-looking oil change place in McKinney,” Cloutier said.
Council member Geré Feltus said she agreed with the planning staff’s recommendation to deny the request due to the concentration of automotive businesses in the area.
“Within a 3-mile radius of this place ... there are at least 10 places where you can get your oil changed,” Feltus said. “I think we run the danger of clustering a lot of these together.”
