The Denton County Transportation Authority has named a new chief operating officer and filled three other open positions, officials announced in a release.

Maurice Bell joined as COO, while Sherrelle Evans-Jones was named chief financial officer. Bracey Goodwin IV was named director of safety and compliance, and David Magaña will be director of marketing and communications.

“It’s exciting that we have retained talented, bright and experienced leaders for our team, each of whom bring a wide variety of expertise that will keep DCTA moving forward,” DCTA CEO Paul Cristina said in the release. “With these key leaders now in place, we can better focus our organization on the future and on improving mobility solutions for Denton County residents.”

Bell has been involved in transit operations for more than 30 years, most recently consulting for transit agencies in Kentucky, South Carolina and Indiana. Bell was also COO for the Port Authority of Allegheny County in Pittsburgh and served a two-year term as vice president of mobility solutions with Keolis North America.

Locally, Bell served five years as assistant vice president of bus operations at Dallas Area Rapid Transit.


Evans-Jones will direct all financial activities for the DCTA, including accounting, financial reporting, debt and treasury management, risk, and budgeting. She served six years as finance director for the city of Farmers Branch, and has held CFO roles with not-for-profit, education, public sector and corporate accounting.

Goodwin's role as director of safety and compliance is a newly created position within the agency. Goodwin will be responsible for ensuring federal requirements and DCTA’s own standards for safety and compliance are met and exceeded. In more than 10 years in the industry, Goodwin has held roles with Boardwalk Paving & Construction, Dallas ISD, and the Central Ohio Transit Authority in Columbus, Ohio.

As director of marketing and communications, Magaña will oversee communications, digital and social media, marketing and advertising, content creation, and brand development for DCTA. He brings 20 years of public sector communications experience, including 15 years as external communications lead for Dallas Fort Worth International Airport. Magaña also has 15 years in broadcast journalism as a television newscast producer and in newsroom management.
