The Standard at Old Town, a 17-plus-acre development in Lewisville, can move forward after a zoning change was approved during City Council's Nov. 20 meeting.

Property owner Granite Construction Company along with Ojala Holdings requested a rezoning from heavy industrial to a mixed-used district at 701 E. Main St.

The backstory

The project will provide affordable housing in Lewisville's Old Town area and was approved by the Lewisville Public Finance Corporation on June 12, according to documents. The project will have one-, two- and three-bedroom apartments with a variety of income levels for more than half of the 600 planned units. The styles will vary from cottages, townhomes and more traditional apartments.
  • 294 units will go for market rate
  • 246 units will be for residents earning 80% of the area median income, or AMI
  • 42 units will be for residents earning 60% of the AMI
  • 18 units will be for residents earning 50% of the AMI
The planning and zoning commission recommended unanimous approval for the project Oct. 17.

The context

The Standard at Old Town project has some changes compared to the Old Town Transit-oriented Development Plan. There were three notable changes: no public open space is provided; the number of public streets is reduced to two east-west public streets; and lower density units will be on the south side instead of the north side.

The Denton County Transit Authority owns 13.7 acres adjoining the project to the west. A future DCTA headquarters building could be constructed nearby, according to documents. The Upper Trinity Regional Water District also owns property nearby, to the northwest of the subject site. A system of hike and bike trails is envisioned in the area along Prairie Creek, which is owned by the water district.

The details

The rezoning was approved 5-0 with a few conditions:
  • All units must be under the same ownership.
  • All units must be managed by on-site staff who are available during regular business hours and one hour after.
  • All units in the development should have access to all amenities in the planning developments, including the swimming pool, dog park, open spaces and clubhouse.
  • Cottages will consist of varying architectural details and color.
