Lewisville’s Castle Hills residents will see an increase on their solid waste and recycling bills beginning in October.

Community Waste Disposal’s new cost of service rates went into effect Oct. 1.

The average resident will see a monthly increase of $2.69 on their utility bill, which is an 11.8% increase from the previous year, city officials said.

The backstory


Lewisville officials chose to keep an existing agreement with Community Waste Disposal after Castle Hills was annexed in 2021, city officials said.

Per the agreement, the cost of service rates are adjusted annually based on the percentage increase in the Consumer Price Index for water and sewer, and trash for all urban consumers in addition to a fuel adjustment.

City staff presented three options to council: renew the city’s contract with Community Waste Disposal for a one-year extension up to three years, switch to Republic Services and transition to one pickup day per week or switch to a citywide even distribution reroute with Republic Services, which would affect a higher percentage of residents. Republic Services serves legacy Lewisville, the area outside of Castle Hills.

City staff and council favored the third option, which includes sustainability benefits, decreased wear and tear on roads, and balanced service and rates among all residents.

Community Waste Disposal’s contract with Lewisville ends in April. Service changes, if any, would take effect then.

City staff is anticipating direction on next steps by the end of October, Environmental Quality Manager Jason Hunt said.
