During their regular meeting on May 20, Northwest ISD officials promoted Kelley Broughton and Jennifer Higgins to become the district’s executive director of college and career readiness and the principal of Chisholm Trail Middle School, respectively.

The details

According to a district news release, Broughton has served as the district’s director of career and technical education for the past three years. In that role, she oversaw the district’s seven academies and 23 programs of study. During her tenure in that position, Northwest ISD high school students earned more than 5,000 industry certifications per year.

In her new role, Broughton will oversee the career and technical education and college and career readiness programs, which also encompass military readiness, and help prepare students for success in the workforce.

The news release states that Higgins will leverage her more than 25-year career in education in her new role as Chisholm Trail Middle School principal. For the past seven years, Higgins has served as an assistant principal within Northwest ISD including:
  • Six years at Eaton High School
  • The 2023-24 school year at Chisholm Trail Middle School

Diving in deeper

The news release states that Broughton earned her master’s degree in educational leadership and policy studies from the University of Texas at Arlington and her bachelor’s degree in nutritional sciences from Texas Tech University. She also holds a principal certification from the University of Texas at Arlington.


Higgins earned her bachelor’s and master’s degrees in elementary education from Kansas State University. In addition, she holds an education administration certification from Tarleton State University.
