Keller City Council is reviewing an update to the city’s impact fees and major thoroughfare plan.

Both were discussed at the council’s July 5 work session as the city plans for build-out.

An impact fee is a one-time assessment for new development that allows the city to recover the costs of infrastructure, such as roads and utility lines. The thoroughfare plan categorizes roads and the city’s needs as it grows and develops.

The city’s population under the 2020 census was 45,776. Officials said that by 2031, the city is projected to grow about 16.67% to 53,406 people.

The Keller Capital Improvements Advisory Committee has worked with staff on the impact fee study and is recommending a maximum assessment rate of 100%. The existing assessments range from 8.5%-50% depending on what area is being serviced.


Council plans to schedule a public hearing on the impact fee study update and the maximum assessable impact fees July 19.
