Fort Worth Mayor Mattie Parker and District 10 council member Alan Blaylock sent a letter to the Texas Commission on Environmental Quality opposing the proposed air quality standard permit for a concrete batch plant at 13001 Old Denton Road from the Forest-Hill based TOR Texas LLC.

The details

The letter, dated Jan. 26, noted several concerns that Blaylock and Parker have with the proposed facility’s permit application. They include:
  • Worksheets used to calculate the air emissions were not provided to the public or the TCEQ.
  • The application doesn’t provide the engineering details or the technical drawings for the design of the concrete plant.
  • The application doesn’t show an apartment complex, which is approximately 300 yards to the northeast of the proposed facility.
A closer look

According to a city of Fort Worth website, the proposed site is zoned for industrial use. However, there are concerns for residents in the area, not only because of nearby residential housing, but also because of a proposed high school being built to the south.

The Northwest ISD website states that its fourth high school, which is slated to open for the 2026-27 school year, will be located on North Riverside Drive, just across SH 170 from the proposed concrete plant site.


Other concerns raised in Blaylock and Parker’s letter included the fact that the plant, if approved, would be able to operate 24 hours a day, seven days a week for 52 weeks a year. The letter states that the permit allows for 30 seconds of visual emissions every six minutes. Based on the plant’s proposed operation schedule, 60 days worth of particulate matter could be emitted into the air every year.

"The proposed project will negatively impact and diminish the quality of life for city of Fort Worth residents,” Blaylock said in a statement on the Fort Worth District 10 News Facebook page.

Blaylock posted a link on the District 10 Facebook page for members of the public to register environmental health and safety comments on the TCEQ website. To submit a comment, the TCEQ permit number, which is 174858, must be included.

According to TCEQ documents, the deadline to submit public comments or meeting requests is 30 days after newspaper notice is published. A TCEQ website states that the notice was published Jan. 16.

TOR Texas LLC did not immediately respond to Community Impact's requests for comment.
