On the consent agenda, a zoning change and development plan for the Carillon Parc plaza district was tabled again.
Phase 3 of landscape improvements along SH 114 and a new building at White Chapel Methodist Church were also approved.
According to previous reporting, council also gave approval for a bank with a drive-thru at The Overlook, a mixed-use development near Southlake Town Square.
The outlook
Council approved another request to table the zoning change and development plan for Carillon Parc, a $400 million mixed-use development at the corner of SH 114 and N. White Chapel Boulevard, until the Jan. 20 meeting.
According to previous reporting, the project was approved on Nov. 18, 2008, and was 285 acres at the time. By the time the groundbreaking happened in May 2023, the project was 42.5 acres and the mixed-use development was going to feature 79 homes and more than 560,000 square feet of retail/office space.
As of Dec. 10, the housing portion is underway. Dapa Realty Group posted a video touring the area, stating the custom-built homes will range from $2 million to $3 million.
The first rezoning request came at the Sept. 5, 2023, city council meeting and the council denied it 7-0. City Council approved an economic development agreement for the project, according to previous reporting.

The request for the park changes, a dedication of a public road to become a private valet road and reducing residential lofts to an average of 2,300 square feet rather than a minimum of 2,300 square feet was denied in the Sept. 17, 2024. Council approved combining two buildings into one to allow for potential underground parking, underground detention, and allow developer flexibility to develop retail restaurants, office and private club if a public library/performing arts facility is not built within the development.
The second reading, for final approval, was set for Oct. 1 and the project has been tabled since.
A closer look
Council approved an advanced funding agreement with TxDOT for Phase 3 of the green-ribbon-funded improvements at SH 114 and N. White Chapel Boulevard, in an amount not to exceed $527,430.
According to documents, the city and TxDOT are improving the landscaping along SH 114, at Dove Road, N. White Chapel Boulevard, N. Carroll Avenue and Kimball Avenue. TxDOT’s reimbursable grant is dedicated to aesthetics and environmental improvements along corridors.
The city completed Phase 1 in the spring. Phase 2 has been designed and a bid will be brought to council in 2026. Phase 3 is located on the northwest side of the intersection, according to city documents.
The city has received $420,000 from TxDOT to begin Phase 3. The city’s portion will be $81,000 and it is part of the fiscal year 2025-26 capital improvement program budget.
Also on the agenda
A site plan for a new building at White’s Chapel Methodist Church, located at 185 S. White Chapel Boulevard, was approved.
Brent Kline of Kline Hardin, on behalf of the church, spoke to the council.
He said plans are to construct a new 9,942-square-foot two-story structure that will be used to replace two existing buildings: the classroom facility and the maintenance building.
The change would eliminate 17 parking spots, but the church still has the minimum parking requirements after the reduction in spaces, according to city documents.
Dennis Killough, director of planning and development services, said planning and zoning commissioners approved the request at the Nov. 20 meeting.
