The stipend is dependent on passing the district’s voter-approval tax rate election, or VATRE, in November, which district officials expect to bring in $3.8 million in operational funding if it passes.
“If the VATRE passes Nov. 4, we have immediate access to that money and we want to provide all of our staff an immediate payment,” board President Cameron Bryan said during the meeting.

CISD Human Resources Executive Director Melanie Kibodeaux initially recommended the stipend at a Sep. 15 work session. It includes two $1,000 installments for all full-time employees at CISD to be paid out in November 2024 and April 2025, Kibodeaux said. Part-time employees will receive half that amount in two $500 payments. All employees that started working at CISD on or before Sept. 1 are eligible for the November payment, and all employees that started on or before Jan. 5, 2026, are eligible for the April payment, Kibodeaux said.
CISD employs roughly 1,100 people total, Kibodeaux said.

Trustees directed Kibodeaux to develop a new salary schedule for the 2026-27 school year by April to provide raises for district staff. At the Sept. 15 work session, Kibodeaux said the human resources and finance department plan to use some of the VATRE funds to raise salaries for the district’s lowest-paid employees.
