Grapevine City Council members denied a zoning change request Jan. 21 for a proposed car wash along Ira E. Woods Avenue.

The zoning change was denied, along with a conditional use permit, during a joint meeting with the city’s Planning and Zoning Commission. The commission voted to deny the zoning change and permit with two unanimous votes.

Council members voted 5-2 to deny the zoning change and permit. Council members Darlene Freed and Duff O’Dell provided the dissenting votes on both motions.

After the council vote, Mayor William D. Tate said Grapevine was nearly built out and the zoning change request was not in accordance with the city’s master plan.


“The problem is we just don’t have enough land for this type of facility left,” Tate said. “We’re nearly built out.”

The details

If approved, the zoning would have changed from professional office district to community commercial district on a 1.5-acre site located at 3721 Ira E. Woods Avenue. The conditional use permit was also required for development of an automatic drive-thru car wash.



The land is part of a planned office center consisting of three lots. The applicant was proposing to rezone about 1.5 acres for a 5,895-square-foot car wash facility named Shammy’s Car Wash, according to a staff report.

Planning Services Director Erica Marohnic said the subject property is designated for low-intensity commercial development on the city’s land use plan. The request was not consistent with the city’s land use plan, she said.

This is the second time new zoning has been denied at this location. City Council denied a zoning change request and conditional use permit for the same proposed development in September 2023.
