Frisco City Council approved an ordinance April 21 amending the city's declaration of local disaster for public health so it would be in line with guidelines issued by Gov. Greg Abbott last week.

Mayor Jeff Cheney also said council will hold a special called meeting April 27 to take action following Abbott’s planned announcement of a revised plan for the state.

“You’ll hear more from the city next week as far as our plans,” Cheney said. “We do actually have a team put together that has been working since the first week of April as far as how we can best move forward as far as reopening businesses here in our city.”

He said Frisco’s Recovery Planning Team has already put together some guidelines that it will be sent to businesses on how to keep residents safe during the coronavirus pandemic while resuming operations.

Cheney said the city is currently operating under guidelines set by the state of Texas and the governor’s office.


“We have acted as a council to not place any additional restrictions on businesses here in our community,” Cheney said. “Tonight’s action amends our emergency declaration to take into consideration the governor’s orders that many heard last week.”

On April 17, Abbott announced three executive orders to restore more jobs while keeping Texans safe. One of those orders will allow all Texas retailers to offer to-go services as of April 24. He also announced the establishment of a strike force to help reopen Texas.

A Frisco news release issued April 17 said the Recovery Planning Team is working on a phased-approach strategy to restart the community’s economy once stay-at-home orders are lifted.

“It is certainly our goal, of course from the very beginning, to keep our residents safe,” Cheney said during the April 21 council meeting. “Everything has been staying very consistent here in Frisco. We have plenty of hospital capacity availability, and so we certainly are looking forward to following the state’s lead to start reopening Texas and reopening Frisco, and we hope to do so very shortly.”
