Future construction of main lanes and frontage roads for I-35W will split Cleveland-Gibbs, which is why officials are considering a name change. The road is named after two families from the area. Once a gravel road, Cleveland-Gibbs connected the Gibbs family in the north to the Cleveland family in the south, Northlake Town Manager Drew Corn said in an email. A street, Mulkey Lane, would split Cleveland and Gibbs.
Cleveland-Gibbs Road currently handles regional cut-through traffic. However, Texas Department of Transportation projects, such as the work on I-35W and FM 407, will relieve some of the burden on Northlake’s road system, according to town documents.

As part of this project, Gibbs Road is being constructed from Robson Ranch Road to 17th Street. This should be complete in summer 2025.
Gibbs Road from Elm Place to Mulkey will be built in two phases, Corn said. The first phase will include the western two lanes which carry northbound and southbound traffic but will not connect to the existing Gibbs Road. This phase should be wrapped up this summer.
The second phase, which includes the two eastern lanes, the closure of the existing roadway and rerouting all through traffic, should be complete in summer of 2026.
What’s next?
Northlake officials have been discussing the potential change for months and could take action on it this summer, Corn said. Town Council will have to approve the change through an ordinance. If approved, town officials would then have to notify the U.S. Postal Service and any businesses or any residents affected by the change, Corn said.
“Currently, very few addresses will be affected,” he said.
