Flower Mound officials approved funding to address water, wastewater and street projects.

During the July 7 meeting, council members approved agreements with three different companies as a part of the consent agenda, including:

  • A construction agreement with Four Star Excavating for the Cedarcrest water line improvement project
  • An agreement with Asterra for a water system leak detection and repair project
  • An agreement to purchase concrete pavement crack and joint sealant services from Curtco Inc.

Four Star Excavating submitted the lowest qualified bid, meaning that they offered the lowest price while meeting all the required standards set by the town.

The company will work to replace approximately 3,400 feet of 8-inch water line along Trogdon Court and Simmons Road, according to town documents. It is estimated that the total cost for the project will be $631,461 and the funding source is the utility fund, which is an enterprise fund that is used for the acquisition, operation and maintenance of the town's water and wastewater utility system, according to town officials.

The project addresses the existing water lines in the area, which if left as is, could cause more frequent and wider service disruptions, such as main breaks or leaks, for residents, per town documents.



Town officials said construction is anticipated to begin later this summer and be complete this winter.

Asterra will provide leak protection services for the town’s water distribution system and wastewater force mains at a total cost of $135,500, per town documents.

The company will use its patented satellite technology to pinpoint possible leak locations that may not be visible on the surface. Then, the satellite imagery will allow town maintenance staff to schedule the repair or replacement of water and wastewater lines.


Town officials said Asterra has previously produced positive results, in which leaks were fixed before they worsened, preventing structural failures and water loss costs.

Since this agenda item was recently approved by council, there is no current project timeline. However, the past satellite leak detection project timeline was six months.

Flower Mound also approved to purchase concrete pavement crack and joint sealant service from Curtco Inc. for around $469,785.


The town will contact Curtco to seal cracks and joints in concrete pavement and prevent damage to a road’s subgrade, according to town documents. Town staff said the company’s previous work was done satisfactorily.

The work will be done on Morris Road and College Parkway. Additionally, Flower Mound has pavement joint seal contracts to perform the same services on other town roads.
