Highland Village City Council approved funding for three projects at a June 24 meeting.

The projects, including road construction and replacing two roofs, were approved in a 6-0 vote, with council member Rhonda Hurst absent.

The details

Council members approved a $64,900 contract with Schaumburg & Polk Inc. for engineering and surveying services for the Highland Shores Boulevard reconstruction project.

City Manager Paul Stevens said a recent study revealed that groundwater under Highland Shores Boulevard is causing pavement damage and addressing this issue is necessary before reconstructing the road.


“In Highland Village, we have a lot of groundwater,” Stevens said. “Groundwater and streets don’t mix very well. The conditions of the soil underneath make it so that the road doesn’t last very long. We knew that we would have to design something to pull that groundwater away from the street after it was redone.”

The reconstruction will include Highland Shores Boulevard from the intersection of Briarhill Drive to Twin Coves Drive. It is funded through the 2021 bond funds and construction is expected to begin in 2026.

Council members also approved awarding a $99,868 contract to Chamberlin Dallas LLC for the roof replacement on the Public Works and Robert & Lee DuVall Center buildings. Both projects will be funded through the general fund.


A 2024 facilities analysis recommended replacing the aging roofs due to deterioration, warranty expiration and visible wear. While no leaks have been observed at the Public Works building, roof conditions are deteriorating and it could soon fail. Active leaks at the DuVall Center are already causing interior damage.
