A Blue Ribbon Bond Committee was appointed by the Flower Mound Town Council to evaluate projects for a potential bond election this year. The committee met over 2024 and is gearing up to make its recommendations to the council.

The committee muat make its recommendation to the council this month to call for a bond election by February. The election would then take place May 3, according to the town’s website.

According to previous Community Impact reporting, the last such committee was formed for a bond election about 22 years ago. The current committee consists of former and current Town Council and committee members. The cost of the projects in the committee’s recommendation totals $111.9 million.

As of now, $49.1 million is recommended for an expansion and renovations to the town’s Community Activity Center. The town’s 2017 parks, recreation and open space master plan determined improvements to the center were necessary to continue to meet the community’s needs. The town later contracted with Barker Rinker Seacat Architecture to put together plans for the expansion and renovation of the center.

The renovations could include the addition of a year-round indoor leisure pool, expanded fitness area and new multisport gyms, according to town documents. Another $17.3 million is set to go toward park projects, such as improvements and additions to Leonard & Helen Johns Community Park, Prairie Trail Park, Twin Coves Park and others.

The committee recommendation also includes $14.5 million for trail projects. These include improvements to trails along Flower Mound Road and the construction of a new trail route that will connect Shadow Ridge Park and Sweetwater Lane to the Community Activity Center and Heritage Park.

Some $1 million is recommended for projects on the west side of town, such as a 24-hour Library Kiosk, an outdoor reading oasis and connectors to the Canyon Falls trail head.


What else?

The remaining $30 million is recommended for five years worth of street reconstruction projects. A majority of the town’s roadway network was installed between the late ’90s and early 2000s. Roads constructed in the ’80s consist of a majority of the town’s reconstruction needs. A majority of the road network is in very good condition, according to the town’s pavement condition index score.
