The contract between the owners of the retail center and the city of Highland Village received approval from council during the Dec. 10 meeting.

According to city documents, the initial term of the contract runs from Jan. 1, 2025-Dec. 31, 2027. Language within the contract allows for three one-year renewals with a 2% escalation in the annual fee for 2028, 2029 and 2030, Police Chief Doug Reim said.
The city anticipates to earn $243,330 annually through the initial term of the contract, which will cover the deployment of five license plate readers within The Shops at Highland Village and pay for at least 280 hours of police personnel. Reim said the city uses available personnel to man the substation, such as uniformed officers or civilian volunteers.
Based on data shared during the meeting, the Highland Village Police Department provided an average of 325 personnel hours within The Shops at Highland Village through November 2024.
What else?
The city has held a contract with The Shops at Highland Village for the substation since 2015, per city documents. Over the current term of the contract, which was set to expire Dec. 31, the city has made more than $1.97 million, Reim said.
