The Lewisville ISD Board of Trustees unanimously approved the adoption of the student code of conduct for the 2025-26 school year at an Aug. 4 meeting.

The code of conduct includes changes following the 89th Texas Legislative session, including disciplinary policies for students using a personal communication device during the school day.

What you need to know

Students are prohibited from using any personal communication devices, including smart phones, flip phones, smart watches, tablets, radios, pagers or any other device capable of telecommunications not specifically issued for instructional use, per LISD’s website.

All LISD students are required to keep personal communication devices silenced, out of sight, and stored in a backpack, locker or purse from the time they arrive on campus until the dismissal bell. Devices cannot be used at any time during the school day, including during passing periods and lunch, while on school property.


Students who have medical conditions or other needs outlined in their individualized education program can request exceptions.

Consequences vary depending on grade level and number of offences and range from a written warning to in-school suspension.

The context

Chief Student Services Officer Jeffery Kajs said the code of conduct serves as the guiding principle for student discipline and it must be approved annually by the board of trustees.


According to LISD officials, the student code of conduct needed significant adjustments following the 89th Texas Legislative session.

“The 89th Legislative session held so many changes for school districts,” Superintendent Lori Rapp said.

House Bill 1481 was passed in June and requires school districts to adopt policies which restrict students from using personal communication devices during school hours.
