Conroe City Council could appoint a new city administrator July 23 while also considering whether residents should have a say in the city’s use of Flock Safety cameras.

Following a closed executive session, council members could appoint a city administrator and approve the position’s compensation package. David Willard is currently serving as interim city administrator, according to the meeting agenda.
The council will also consider directing the interim city attorney to determine whether Conroe’s participation in the Flock Safety camera program could be placed before voters.
The legal review would examine whether an election could be binding or advisory, as well as the process required to place the question on a ballot and the estimated cost and timeline. The council could also establish a temporary citizens advisory committee to study the city’s use of automated license plate recognition technology.

City Council could consider changes to the city’s subdivision ordinance that would increase the minimum lot size for new single-family subdivisions to 65 feet by 120 feet, or 7,800 square feet.
The proposed ordinance would also revise standards for corner lots and unit developments, strengthen parking and open-space requirements, as well as require additional public notice and participation for major residential projects.
The changes would prohibit new manufactured home subdivisions while allowing legally existing developments to remain, per the agenda.
The council could receive a report detailing how much the city has spent defending an election contest lawsuit filed by Mayor Pro Tem John Sellars over the city’s 2025 charter amendments.
Sellars was not on the council when the lawsuit was filed. The report could include attorney fees, court costs and an estimate of future expenses if the case continues through the appeals process.
