Conroe will review how it classifies and pays city employees after the City Council approved an $80,000 contract for a compensation study at its Sept. 24 meeting.

The city selected Public Sector Personnel Consultants to conduct a comprehensive review and update of its existing classification and compensation system.
The study is intended to help ensure the city’s pay structure remains competitive with current market conditions while keeping compensation equitable and internally consistent, according to city documents.
The review will cover both job classifications and compensation, examining the structure the city uses to organize positions and establish pay. It will also address whether that system reflects Conroe’s current organizational needs.
Conroe received qualifications from seven consulting firms. An evaluation committee made up of representatives from the police, fire, public works, human resources and purchasing departments reviewed the submissions.
Public Sector Personnel Consultants earned the highest overall score, leading staff to recommend the firm for the contract. Its proposal set a cost not to exceed $80,000.

Conversations about a compensation study began during the city’s budget workshop process as the council worked through the fiscal year 2026-27 budget.
The Sept. 24 approval moves that discussion forward by hiring a consultant to review the city’s existing system and develop updates.
