Clear Creek ISD sees improvement in targeted campuses

In an effort to improve accountability and testing scores at certain elementary and intermediate campuses, Clear Creek ISD officials created a new strategy to implement an instructional support blueprint that will be used for each campus districtwide.

What happened

During the 2025-26 school year, CCISD provided targeted support to the following campuses that needed additional support based on accountability ratings and test scores:

• Whitcomb Elementary

• Armand Bayou Elementary

• Ward Elementary

• Stewart Elementary

• McWhirter Elementary

• Clear Lake Intermediate

• Clear Creek Intermediate

• Victory Lakes Intermediate

• Space Center Intermediate

The district created a new instructional support system by adding campus instructional specialists and district content specialists.

A campus instructional specialist:

• Coaches teachers and supports root-cause reviews

• Carries out each campus’s tiered support plan

Meanwhile, a district content specialist:

• Provides content-area expertise across campuses

• Aligns instruction and resources with district priorities

• Supports campus specialists with subject-matter depth

The results

Comparing test scores from the 2024-25 school year to 2025-26, targeted elementary campus scores improved by an average of 4.6 and intermediate scores improved by 6.5, according to district documents.

Based on these results, now, every CCISD campus receives the high-level instructional support that the nine campuses received last school year. Additional layers of support are added by campus, and they are driven by data and each campus’s specific needs, officials said.

Next steps

District officials will present student data and learning outcomes to the board of trustees throughout the rest of the school year, with a mid-year goals review expected in January and an instructional systems update in February.
