Pacifico Energy and BlackChamber are preparing for the next phase of their Cedar Creek data center development, with plans filed Oct. 7 for the first of two data center buildings.
The filing follows an August step toward securing water service, when Aqua WSC approved a resolution to move forward with a Non-Standard Service Agreement for the project.
The update
The Texas Department of Licensing and Regulation filing outlines Project Longhorn—Building One, a one-story data center near Earl Callahan and Walter Hoffman roads—about 7 miles southeast of where EdgeConneX is developing three data center campuses.
The nearly 500,000-square-foot building carries an estimated cost of $366 million, with construction scheduled to begin Nov. 30 and end Jan. 31, 2028.
Plans call for civil site work and structural, mechanical, electrical, plumbing and fire infrastructure as part of the project.

Pacifico Energy and BlackChamber are planning a two-building data center campus and natural gas-fired power facility on the 2,842-acre property in Cedar Creek.
BlackChamber is developing the data center portion of the project, while Pacifico Energy is developing the associated power-generation facility.
Project officials sought a tax break from Bastrop ISD in June, but later withdrew the application along with separate Bastrop County tax abatement requests.
Nearby residents have also pushed back against the project, raising concerns about its potential environmental and community impacts.

Community Impact's Senior State Reporter Hannah Norton reported Sept. 22 that Gov. Greg Abbott directed state agencies to pause regulatory approvals for data center developments while the Electric Reliability Council of Texas and other state agencies complete audits of proposed projects.
Projects disturbing at least 1 acre generally require TCEQ stormwater authorization, with additional permits possible for backup generation, on-site power production and water use.
