Construction on Talley Loop in Buda is now complete after a few delays throughout the project. The project, part of the city’s 2021 bond package aimed at improving transportation infrastructure, wrapped up March 6.

Buda Public Information Officer Michelle Henley confirmed that contractors have finished the work, with only minor final tasks remaining, having adjusted and adapted.

The overview

The Talley Loop rehabilitation involved a full-depth reconstruction from Cullen Boulevard northward to the bend west toward Garlic Creek Drive, according to the Buda Bond website. The project was completed in three phases:
  • Phase 1: reconstruction of the west half of the street, from north to south, ending at Heep Run
  • Phase 2: reconstruction of the east half, from Heep Run north to the bend
  • Phase 3: reconstruction from Heep Run to Cullen Boulevard
The project’s budget was $534,643, according to the Oct. 29 release.

During construction, the city asked residents along Talley Loop and Cullen Boulevard to remove trash cans, vehicles and other equipment from the roadway. Residents were also advised to move their cars from driveways before 7 a.m. to maintain access, according to a city of Buda Facebook post.


Construction was initially scheduled to begin Nov. 12, according to an Oct. 29 city news release, but experienced delays throughout starting months.

The project was expected to take 120 days, according to the Buda Bond website, but work was halted in December due to conflicts with utilities and poor subgrade material that required additional engineering and analysis, according to another City of Buda Facebook post. Weather also contributed to delays.

City officials thought the project would be finished at the end of April, according to the Facebook post.

Despite these setbacks, the project was completed well within its expected time frame, with March 12 marking the 120-day point after the planned November start.


The background

In November 2021, Buda voters approved an $89.66 million bond package, with 74.31% in favor, to enhance transportation and parks infrastructure, according to a Nov. 3, 2021, city news release. Proposition A, which focused on transportation projects, allocated $73.57 million for initiatives such as the Talley Loop reconstruction.

The Buda City Council awarded a design contract to K Friese + Associates in November 2022, not to exceed $155,000, according to the Buda Bond website. Following preliminary design and public engagement, the construction contract was granted to Lone Star Siteworks LLC on Sept. 17.
