The project is being funded through the fiscal year 2023-24 Capital Improvement Plan, according to agenda documents.

The 176.5-acre property was previously home to the Quail Creek Golf Course and Country Club. The city acquired the property—totaling $8.5 million—in October 2022 through Hays County’s Parks & Open Spaces Bond, American Rescue Plan Act and Parkland fee-in-lieu funds, according to agenda documents.
In a nutshell
Halff Associates Inc. will assist the parks and recreation staff with community engagement. The preliminary design report will identify and address site and design elements, according to agenda documents, such as:
- Low-impact design solutions
- Utility service capacities, availabilities
- On-site roadway, parking analysis
Council member Mark Gleason said he wanted to make sure the multimodal aspect of the project was included in the scope of the contract.
Parks and Recreation Director Jamie Lee Case said the city plans to connect trails within the city's overall trails system and Great Springs Project.
"My grand vision is that we have a trail that would go under the railroad tracks to help provide that connectivity to where we're able to provide additional connectivity on the east side of our community," Case said.
