The Kyle City Council and Hays County Commissioners Court signed onto an interlocal agreement July 19 for park and green space improvements as part of the $10 million bond from November 2020.

Under the agreement, the county will match the city's pledged $10 million for three projects: Sportsplex Park, Plum Creek Trail improvements and Gregg-Clarke Park improvements.

Sportsplex Park is estimated to cost around $7 million with improvements and amenities, such as a mile of multipurpose trail, picnic areas, an inclusive playground and a competitive soccer field complex that Mayor Travis Mitchell said the city is very much lacking. There will also be a skatepark, volleyball and basketball courts added to the Sportsplex Park.

About $2 million will be allocated toward Plum Creek Trail improvements, namely 7 miles of multipurpose concrete trail and shaded rest areas along the trail. There will also be emergency call stations, exercise equipment and interpretive signage throughout the trail.

Gregg-Clarke Park will receive about $1 million in improvements, such as playground, lighting and spectator improvements as well as bathrooms and concessions.


Requests for proposals will be issued to have a consultant assist the city in determining priorities and other project fundamentals.
