A long-planned residential and commercial development on the outskirts of Kyle took a key step forward this April by seeking preliminary plan approval.

Pecan Woods, a proposed subdivision, returned to Kyle’s Planning and Zoning Commission on April 8 for preliminary plan approval of specific development phases, following the establishment of a public improvement district, or PID, in August 2016, according to previous Community Impact reporting.

The overview

Although the property lies within Kyle’s extraterritorial jurisdiction, or ETJ, it is governed by an existing development agreement. While the PID and development agreement has been in place for several years, construction has not yet begun.

The development is expected to include 2,075 residential lots, an elementary school, trails and 186.6 acres of parkland or open space, according to a city presentation.

According to agenda documents, the preliminary land use breakdown includes:
  • 5.2 acres for municipal use
  • 15.7 acres for commercial use
  • 24 acres for mixed commercial and multifamily use
  • 12.4 acres reserved for a school site
  • 13.2 acres for multifamily residential use
  • 488.7 acres for single-family homes
This plan is subject to change as other phases of the preliminary plan are approved.

While these figures do not total 762.3 acres, city documents state the full development will cover approximately 762.3 acres.

The Planning and Zoning Commission approved the preliminary plan on the condition that Hays County also approves it and provides the city with an interlocal agreement letter.

According to the city presentation, utility services will be provided by:
  • Water: County Line Special Utility District
  • Sewer: city of Kyle
  • Electricity: Pedernales Electric Cooperative
