A new housing development near downtown Kyle is one step closer to reality after City Council voted Tuesday to amend the city’s zoning ordinance to rezone a parcel of land southwest of Hays and Zapata streets.

At just over 86 acres, the land has multiple owners and was previously zoned into three different categories: central business district and two single-family residential zonings. Collectively, the proposed development will be known as the Stagecoach subdivision, an attorney acting on behalf of KB Homes said in a letter to the city.

KB Homes’ attorney requested the land be rezoned under the new R-1-3 zoning category, which allows for detached single-family residences with a minimum of 1,000 square feet of living area and permitted accessory structures on lots with a minimum size of 5,540 square feet, according to city documents.

R-1-3 restricts developers to 5.5 houses per acre of land, but a KB Homes representative said the Stagecoach Subdivision would only have 3.2 houses per acre at the March 1 City Council meeting.

Rezoning the parcel of land was split into two separate agenda items. District 2 Councilwoman Becky Selbera cast the sole opposition vote on both items. She said she was still waiting for city staff to make arrangements to meet with her to go over the plans in place to address the project’s potential drainage issues.

According to city documents, staff believe that development on the property would lead to increased demand for surrounding business and reduce the need for cars because of its proximity to libraries, parks and schools. However, some neighbors are concerned about potential flooding in the area as well as the housing development attracting crime to nearby Wallace Middle School and Gregg-Clarke park.
