Updated May 17, 8:18 p.m. - This story has been updated to reflect Kyle City Council's May 17 vote to call for the runoff election.  Kyle City Council unanimously voted May 17 to call for a runoff election after the District 1 race ended in an exact tie on May 7, as Incumbent Diane Hervol and challenger Travis Mitchell each received 510 votes, or 50 percent of the total. A recount of the vote total was performed May 16, and no mistakes were found, meaning the result stands. “It was not unexpected [that the recount found no mistakes],” Mitchell said. “[Hays County Elections Administrator] Joyce [Cowan] and her staff do a great job of counting votes on election day. I was confident nothing would change.” Mitchell said he plans to resume “full campaign mode” later this week. He said he plans to engage voters in any way he can. One of Mitchell’s top priorities if elected would be to create a small business incentive program, he said. Mitchell, who owns Mitchell Motorsports in Kyle, said small businesses form the backbone of the community. Hervol said her three focuses heading into her next term, if re-elected would be infrastructure, drainage and managing the tax rate, which at $0.5383 per $100 of property valuation is currently the highest of any city in Hays County. According to the agenda packet for Kyle City Council’s May 17 meeting, early voting for the runoff would occur at City Hall on May 31-June 4 as well as June 6 and 7. Election day polling locations will include Kyle City Hall as well as Wallace and Chapa middle schools. According to documents included in City Council’s agenda packet, the runoff election, which will be managed by the Hays County Elections Office, will cost the city $4,534.20.
