Progress on the reconstruction of Harrell Parkway in Round Rock plows forward after Round Rock City Council approved Feb. 22 a supplemental funding agreement with engineering firm Kimley-Horn.

In a separate action, council members also approved a budget amendment allocating $34.5 million toward the Transportation Capital Improvement Program for this specific project.

The gist

The Harrell Parkway project is part of the larger improvement plans for Old Settlers Park. Improvements along the two-lane roadway will include:
  • Left-turn lanes
  • Bridge at McNutt Creek
  • Paved parking lot
  • Two multipurpose fields
  • Two pedestrian crossings
  • Shared-use path
  • Lighting
  • Landscaping
The road project will enhance the connection between Harrell Parkway, Kenney Fort Boulevard and Sports Capital Crossing, according to city documents.

Construction is anticipated to be completed in phases, beginning in August and concluding the following year.


By the numbers

Council members approved an additional $1.8 million for Kimley-Horn, as the scope of the work increased on the project. The total cost for engineering services totals roughly $2.6 million.

The budget amendment encompassed the estimated total cost of the project—including the design phase—at $34.5 million, which will be funded by the city’s sales tax fund, according to city documents.

Funding for other improvements in the park comes from the May 2023 voter-approved bond, including $230 million designated for parks, recreation and sports.
