Round Rock City Council will consider a change order for Kenney Fort Boulevard segments 2 and 3 at its meeting Nov. 21.

The city experienced delays with this portion of the road project due contractor JD Abrams’ material and labor issues during the pandemic.

The current situation

Kenney Fort segments 2 and 3 encompass the stretch of road from Forest Creek Drive to SH 45. The road project is complete from Forest Creek to Gattis School Road, according to Director of Public Works Michael Thane.

The change order adjusts the city’s contract with JD Abrams to account for material and labor, totaling an additional $345,141.30. City Council will vote on the change, which will bring the total contract to $26.9 million.



Although city officials did not set a specific completion date for segments 2 and 3, Thane said he feels confident the project is almost complete.

“We can see the finish line,” Thane said at a Nov. 19 packet briefing.

Some context

When complete, the full Kenney Fort extension will one day connect Pflugerville, Round Rock and Georgetown, offering an alternative to I-35.


Round Rock most recently completed Kenney Fort Boulevard segment 4 from Old Settlers Boulevard to Joe DiMaggio Boulevard, which opened in June. Segment 1 concluded in 2013, and Segments 5 and 6 are in the planning stage, with the designs being developed.
