City officials approved several agreements Thursday evening allowing the Kalahari Resorts project to move forward.
The Round Rock Transportation and Economic Development Corporation, or TEDCo, board of directors held a meeting Thursday evening during which it voted to approve a series of economic development agreements related to the Kalahari project. Afterward, Round Rock City Council authorized the agreements at its regular meeting.
The City Council unanimously voted to authorize a $40 million construction contract between TEDCo and Hensel Phelps for the construction of the convention center, which will be located at the Kalahari site and owned by the city. Hensel Phelps also constructed Dell Diamond.
The council also authorized a $15 million agreement between TEDCo and Kalahari for the construction of on-site public improvements, such as roads and wastewater lines.
TEDCo will issue bonds for the construction. The bond debt will be repaid by state and city tax revenues generated by Kalahari Resorts.
The council also approved an operating lease with Kalahari for the convention center, which requires Kalahari to operate and maintain the costs incurred by the convention center. Round Rock will maintain ownership of the convention center, which qualifies the city to for a rebate of approximately $50 million in hotel occupancy tax and sales tax revenues from the state.
An amendment to the master development agreement with Kalahari Resorts was also unanimously approved, allowing transportation construction to be completed in two phases.
Kalahari plans to break ground on the development May 15.
