The Pecan District, a $1.2 billion proposed mixed-use project at the corner of West Pecan Street and Heatherwilde Boulevard in Pflugerville, is under review by the Pflugerville City Council. Here are 24 facts
from the presentation Tuesday night:
· The developer will invest $1.1 billion in private sector capital.
· An additional $118 million is needed to fund the parking and civic component.
· There would be 735 residential units if the city does not help fund the project through a Tax Increment Reinvestment Zone or Municipal Utility District. If the city does participate in the financing, the number of residential units will be 1,208.
· The office space will total 194,000 square feet without city participation and 1.1 million square feet with city funding.
· The amount of retail and restaurant space will equal 84,000 square feet without city help and 300,000 square feet with city investment.
· If the city participates in the funding, there will be 200 hotel rooms.
If the city participates in funding, the plan includes structured parking and:
· 3,081 additional jobs
· Retail employment with 329 jobs
· Hotel employment of 125 jobs
· Sales tax receipts of $639,803 per year
· Property tax receipts of $4.8 million per year
· Hotel occupancy tax revenue of $383,250 per year
· City amenities including a civic building, amphitheater and splash pad
Without the city’s investment, the project will:
· Not have a civic building
· Have limited programming with community stakeholders
· Have reduced civic space amenities
· Have less office, retail, restaurant and residential space and no hotel
The timeline of the project as presented includes:
· 2018 – Phase 1a, which includes 260 multifamily units and would break ground in four months
· 2019-20 – Phase 1b, which includes 250,000 square feet of office, 60,000 square feet of retail and restaurant space, 20,000 square feet of civic building space, a festival street, amphitheater and performance stage
· 2028 – 200 hotel rooms
Other amenities of the proposal include:
· A traffic impact assessment will be completed to identify off site improvements and traffic calming devices. Funding from the developer would help leverage the Texas Department of Transportation to accelerate enhancements.
· The community civic building would include a senior social club, maker space and a banquet/performance hall.
· Partner community groups include Pflugerville ISD, parks and recreation senior programs and the Pflugerville Arts Council.
· The development would include 10 acres of park space.
The City Council said it will seek more information about the project beyond the presentation. The developer said he would be in contact with city officials to set the next meeting.
