During a state review of the Texas Department of Transportation, legislators took shots at toll roads and the authority TxDOT has to enforce fines and violations. The House sponsor of now passed Senate Bill 312, Rep. Larry Gonzales, R-Round Rock, shepherded the bill and said the department “got rolled” on tolls, meaning changes are coming.

In one instance he lost a 136-3 vote on an amendment that would have removed criminal penalties for those failing to pay toll fees. Ultimately, these criminal penalties were added back into the bill, but fees were capped overall.
