Pflugerville will receive a $176 million federal WIFIA loan to upgrade water and wastewater infrastructure as the city prepares for long-term population growth.

Announced Nov. 20 by the U.S. Environmental Protection Agency, the Water Infrastructure Finance and Innovation Act loan will fund multiple system improvements aimed at expanding capacity and modernizing infrastructure across the city, according to a press release.

According to the city, the loan will support:
  • Design and construction of a new wastewater treatment plant
  • Expansion and consolidation of wastewater collection systems
  • Rehabilitation of existing water mains
  • Continued work on the 54-inch Wilbarger Wastewater Interceptor, which will help manage increased flows in the Wilbarger and Cottonwood basins
Assistant Director of Utility Engineering Jeff Dunsworth said the federal support allows Pflugerville to complete needed upgrades “without overwhelmingly increasing the financial burden on our community.”

The city noted that WIFIA financing provides long-term, low-cost credit assistance and competitive interest rates, helping reduce project costs over time.


This is Pflugerville’s third WIFIA loan:
  • $52 million (November 2022)
  • $156 million (November 2024)
  • $176 million (November 2025)
Earlier loans funded expansion of the city’s water treatment plant, upsizing distribution lines, construction of a secondary Colorado River raw water line, and upgrades to pump stations.
