An agreement guiding a development partnership between the city of Hutto and Hutto ISD was terminated in November.

What you need to know

Hutto City Council members voted 4-3 to terminate an interlocal agreement between the city and school district Nov. 20, with some city officials saying that the vote came as the partnership was "not working."

"I personally feel the interlocal gives the ISD more than what the law allows them to have. ... Whether I'm wrong or right, the best thing to do is, instead of having all this gray area ... is we terminate it, they put their things through the city as they normally would; the city would treat them like they would anybody else," Hutto Mayor Mike Snyder said.

The details


The December 2023 agreement between the city and school district was created to help the two entities minimize site review periods for HISD facilities and establish consistent land development standards for district facilities built within the city limits, among other development-related goals.

The agreement outlines a process of communication between the city and school district about school site selection, a process for the development of future campus sites and dispute resolution.

In a statement shared to Facebook, HISD stated that the board was informed Nov. 20 that the agreement was terminated, and the termination of the agreement "creates new challenges" in getting facilities built in a "timely manner."


"While disheartened, Hutto ISD will continue working in good faith to identify a productive path forward with the city of Hutto," the statement reads. "Our priority is fulfilling the commitments made to Hutto ISD voters and delivering the high-quality learning facilities our students, staff and community deserves."



What it means

City officials said the termination of the agreement means the school district would be subject to regular development requirements and timelines, like any other developer.
