Hutto City Council adjourned a public hearing for consideration of a 40-acre business park located near SH 130 north of Limmer Loop at its meeting Aug. 7. Epitome Development is requesting annexation into the city to create a public improvement district.

What happened

Following the approval of the development agreement at its July 10 meeting, City Council discussed the next steps for the development.

The council voted to adjourn the public hearing until Sept. 4 in order to give the developer additional time to complete necessary actions for the PID petition. Following the public hearing, council members will vote on annexation, zoning and creating a PID.

A municipal services agreement for the development will come before City Council ahead of the Sept. 4 meeting.


About the project

Not currently located within city limits, the proposed Crossroads Business Park involves an industrial complex with multiple buildings constructed over phases, according to Steven Tinnin, the senior vice president of land at Epitome.

Although the developer doesn’t have plans to construct housing, the proposed development plan includes a provision to accommodate possible multifamily and commercial land uses.

Digging deeper


Plans for the development include creating a public improvement district, which could add over $100 million in appraised property value to the city, according to Tinnin.

Epitome has already secured water services through an agreement with Jonah Water and will receive wastewater services from the city once annexed.

The team proposed an off-site wastewater extension of a city wastewater line, funded through the PID. The extension of the waterline would also open up other development opportunities for the city in that area, according to Tinnin.

As part of the development, Epitome would also fund an extension of the SH 130 northbound frontage road where it gaps in front of the property, as well as a collector road inside the property.
