Hutto City Council approved a development agreement for the land April 3, which outlines plans to construct a single-family residential community with a commercial component.
Based on the conceptual plans included in the agreement, the Kirk tract could host 272 residential lots, covering 49.6 acres, and dedicate 11.2 acres to commercial development. Amenities could also include a pickleball and basketball court.
What’s next
The next steps for the development include annexing the site into the city and establishing a municipal services agreement.
The city will open public hearings for both at its meeting Aug. 7. Council also has the opportunity to take action on the annexation and agreement at the meeting.
If approved, Hutto will provide the following services to the Kirk tract once the land is annexed into the city limits:
- Fire services through Williamson County Emergency Service District No. 3
- Police, library and other public services
- Street maintenance and traffic engineering
- Regulating development and land use through the city’s unified development code
- Wastewater service, and possibly water service
Although the property is within the Jonah Water Special Utility District service area, the city will provide water utility service if Jonah Water does not release the site.
City Council denied the original municipal services agreement July 17 and is reconsidering the agreement for the transfer of the water service area from Jonah to the city of Hutto, according to city documents.
