The city of Pflugerville conducts a community survey every two years through a third party to help determine the needs, concerns and wants of residents. The ETC institute implemented this random-sample survey and presented a summary of the results at a May 13 City Council meeting.

The overview

The purpose of the survey is to objectively assess resident attitudes and opinions, and find the community’s priorities while measuring how those change over time, according to ETC Community Research Director Jason Morado.

Surveys were administered online and physically mailed to a randomly selected sample, which meets the standards for a statistical valid survey pool in terms of volume and demographics.

The breakdown


Residents have a positive perception of the city as most respondents rated Pflugerville as an excellent or good place to live and raise children. Residents overall felt safe in Pflugerville.

Their satisfaction with city services is higher in Pflugerville than in other cities, as Pflugerville rates above the U.S. average in 35 of 55 areas and significantly higher in 22 areas. It rates above the Texas average in 33 of 55 areas and significantly higher in 24 areas.

Respondents top priorities are traffic flow and congestion, the quality of downtown, maintenance of streets, drainage and sidewalks, and the quality of water and wastewater services.

“These priorities are the same as last time, except for [quality of downtown], and that was added to that question," Morado said.


For satisfaction with city services, “the positive ratings far outweigh the negatives,” Morado said. The top rated city services include the public library, fire services, and parks and trails. Those lowest on the scale, receiving more negative than positive ratings, were the quality of downtown Pflugerville and traffic flow.

“Traffic flow, for such a fast growing city, it’s typical for that to have higher levels of dissatisfaction,” Morado said.

The ratings were consistent throughout all parts of the city that received responses.

What else?


Results show notable increases in satisfaction since the 2023 survey for parks and recreation programs, information available on animal shelters and maintenance of local parks.

However, the results also show notable decreases in satisfaction for the quality of utility billing, water service, wastewater service and municipal court services, as well as rating Pflugerville as a good place to work.

According to the survey results, residents feel that the city should focus improving traffic, street maintenance and the quality of the city’s downtown.
